Job Description

Test is actively seeking a qualified Chief of Operations based in Washington, DC. In this role, you will collaborate closely with the site Program Manager (PM) to plan, organize, coordinate, direct, and control all contract functions between Test and its customer, the Department of Energy, at a secure site in Washington DC. Additionally, you will assume the role of Project Manager when the incumbent is absent. Your responsibilities will encompass daily operations and maintenance, as well as overseeing reimbursable projects under the contract. You’ll also supervise project personnel, manage new construction and remodeling of facilities, and ensure systematic inspection, planning, and execution of repairs to facilities.

You will be responsible for the following:

  • Supports the PM in creating quarterly financial forecasts and monthly updates. Ensures effective contract management aligned with contractual requirements and financial objectives.

  • Oversees the comprehensive management of contract operations, including daily tasks, scheduled maintenance, IDIQ construction, renovations, and subcontract administration for facilities work.

  • Guided by Shift Engineers, this individual oversees a team of technical staff, ensuring the workforce remains robust, well-trained, and disciplined.

  • Offer both administrative and technical guidance and supervision to staff as they fulfill their work assignments.

  • Oversees the procurement of essential supplies, equipment, and services from suitable sources while ensuring effective inventory management for central stores, maintenance, and consumable items.

  • Managing administrative tasks related to subcontracts and purchase orders, including the original contract, requisitions, invoices, change orders, certificates of insurance, lien releases, and file maintenance.

  • Provides direct supervision to the following team members: Shift Lead Engineers and Administrative Assistant.

  • Create training schedules for employees.

  • Ensures the existence of adequate records, files, controls, and procedures to facilitate effective management and work production.

Qualifications

Here's what we will need from you:

  • Preferred qualifications include a Bachelor’s Degree in Engineering or Business Management.

  • Additionally, the ideal candidate should have at least five years of recent supervisory management experience, overseeing equipment operations, alterations, engineering and maintenance staff, subcontractors, and customer relations.

  • Key skills include submitting written proposals, understanding preventive maintenance schedules, and meeting demanding customer requirements. 

  • Familiarity with CMMS (Computerized Maintenance Management Systems) is essential, and experience with CFM (Certified Facility Manager) is required.

  • Basic knowledge of office ffice administration, plant management, reporting, budgeting and control, and business operations, blueprints, buildings, grounds, equipment, housekeeping, construction, repair, maintenance, purchasing, inventory control, fire and safety management.

Additional information 

  • Must effectively communicate and collaborate with employees, vendors, and suppliers at all levels. Fluent in English (verbal and written).

  • Offered Compensation: will be based on location and individual qualification, $120,000.00 - 180,000.00.
